IBE Director 1998 - 2000
Jacques Hallak graduated from the Institut des Statistiques de l’Université de Paris and the Centre d’études de programmation économique. He holds a Doctorat ès sciences from the University of Paris, and a Doctorat d’Etat ès lettres from the University of Caen. Mr Hallak worked at the French Ministry of Finance before being appointed to the International Institute for Educational Planning (IIEP) in 1965 as a Programme Specialist.Transferred to the Bureau of Studies and Programming in 1980 and to the Education Financing Division (Education Sector) in 1984, Mr Hallak was seconded to the World Bank from May 1987 to September 1988 as Senior Education Planning Officer and Chief Economist. In 1988, Mr Hallak was appointed Director of IIEP and also Director of the International Bureau of Education (IBE) which he managed from 1998 to 2000.Mr Hallak is the author of numerous books and papers on the costs and financing of education, the informal sector, school mapping and the challenges of international cooperation, in particular to support poverty alleviation strategies. He is co-author of "Corrupt schools, corrupt universities: what can be done?” (UNESCO, 2007). After his retirement from UNESCO, Mr Hallak became Senior Adviser at the IIEP (member of the College of Consultant Fellows of the IIEP). In this capacity, he was actively involved in the design and development of the IIEP programme on “Ethics and Corruption in Education”; and in research, training and capacity building activities to address the challenge of the fight against corruption in the education sector.At present, Jacques Hallak is an international consultant and professor at the Jules Verne University in Amiens (France). He is a member of the Academia Europea as well as the International Academy of Education. He has been awarded Chevalier de la Légion d’Honneur et Commandeur primera classe de l’Ordre Andrès Bello.
