Dr.蔡清彥是工研院前董事長、亞東關係協會科技交流委員會主任委員,及台灣創意工場董事長,曾擔任總統府國策顧問、台日產業技術合作促進會理事長、行政院政務委員、行政院科技顧問組副召集人、國家科學委員會副主委、交通部民航局長、交通部氣象局長。蔡董事長任職行政院政務委員期間,推動大型軟體旗艦計畫及規劃以創新為本質之五大重點科技領域,包括電子(半導體及顯像顯示)、通訊、生物技術、奈米技術與材料及資訊服務等科技創新產業。

同時,蔡董事長也積極延攬海外科技人才、與公教分途政策推動,並建立現代化即時氣象預報系統,是首位中華民國專家獲美國氣象學會院士殊榮。在擔任工研院董事長期間,積極重塑台灣創新創業文化、主張「創新型經濟體制」,同時連結國際早期創投基金成立新創公司,並推動育成加速器計畫,以扶植優秀創業家將前瞻科技轉化為新創公司,帶動產業動能與發展,為台灣年輕人及產業找到創新與創業的新出口。

蔡董事長並於2013年榮獲國立中央大學頒授名譽博士,以表彰蔡董事長在協助產業創新上,發揮極大影響力,開創傳承新典範。

Chairman DR. CHINGYEN TSAY is the former chairman of the Industrial Technology Research Institute, the chairman of the Science and Technology Exchange Committee of the Asia-East Relations Association, and the chairman of the Taiwan Creative Workshop. He has served as the national policy advisor of the Presidential Office, the chairman of the Taiwan-Japan Industrial Technology Cooperation Promotion Association, and the Executive Yuan. Member, Deputy Convenor of the Science and Technology Advisory Group of the Executive Yuan, Deputy Chairman of the National Science Committee, Director of Civil Aviation of the Ministry of Communications, and Director of Meteorology of the Ministry of Communications. During his tenure as a member of the Executive Yuan, Chairman Cai promoted large-scale software flagship projects and planned five key technology areas with innovation as the essence, including electronics (semiconductor and display), communications, biotechnology, nanotechnology and materials and information Services and other technological innovation industries.

At the same time, Chairman Cai also actively recruited overseas scientific and technological talents, promoted the policy of separating from public education, and established a modern real-time weather forecasting system. During his tenure as chairman of the Industrial Technology Research Institute, he actively reshaped Taiwan's innovation and entrepreneurship culture and advocated an "innovative economic system". At the same time, he established new start-up companies with international early-stage venture capital funds, and promoted the incubation accelerator program to foster outstanding entrepreneurs. Forward-looking technology is transformed into start-up companies, driving industrial momentum and development, and finding new outlets for innovation and entrepreneurship for Taiwanese young people and industries.

Chairman Cai was awarded an honorary doctorate by National Central University in 2013, in recognition of Chairman Cai's great influence in assisting industrial innovation and creating a new model of inheritance.
