蔡清彥出生於新竹縣橫山鄉，高中就讀新竹中學，後考入國立臺灣大學大氣科學系，並續讀研究所，1967年獲得碩士學位。其後赴美國留學，1972年獲得猶他大學大氣科學博士。1974年返國任教於國立臺灣大學大氣科學系，先後歷任副教授、教授、系主任。1989年9月至1994年9月16日擔任交通部中央氣象局局長，1994年9月17日轉任交通部民用航空局局長。1996年擔任行政院國家科學委員會副主任委員，2000年5月20日至2004年5月20日擔任行政院政務委員[2][3]。2010年2月起，擔任工業技術研究院董事長。 不論是中國國民黨或民主進步黨執政，其客家人背景皆可以獲得青睞，左右逢源，可謂政壇中做官之異數。蔡清彥皈依佛教，為法鼓山基金會 董事長。（維基百科）

 Dr. Cai Qingyan was born in Hengshan Township, Hsinchu County. He attended Hsinchu Middle School in high school, and was admitted to the Department of Atmospheric Science of National Taiwan University, and continued to study at the research institute. He obtained a master's degree in 1967. He then went to study in the United States and received a Ph.D. in atmospheric science from the University of Utah in 1972. In 1974, he returned to China to teach at the Department of Atmospheric Sciences, National Taiwan University, and successively served as associate professor, professor, and head of the department. From September 1989 to September 16, 1994, he served as the director of the Central Meteorological Bureau of the Ministry of Communications, and on September 17, 1994, he was transferred to the director of the Civil Aviation Bureau of the Ministry of Communications. In 1996, he served as the deputy director of the National Science Committee of the Executive Yuan, and from May 20, 2000 to May 20, 2004, he served as the executive member of the Executive Yuan. Since February 2010, he has been the chairman of the Industrial Technology Research Institute. Whether the Chinese Kuomintang or the Democratic Progressive Party is in power, their Hakka background can be favored, and both sides have their own advantages, which can be described as an outlier in the political arena.
