《聯合國 W.U.U IAE 國際學士院 博士授證憲章》 --引領世界邁向更高文明層次之關鍵領袖

《IAE 博士授證憲章》IAE Doctoral Conferment Charter  ---不僅在於授予Top1產學研教學位，而在於形塑一群能夠引領世界邁向更高文明層次之關鍵領袖。

前言（Preamble）

為回應全球文明進程、產業結構升級與高端領導人才之時代需求，IAE 國際學士院 在
1951年世界大學總長會議（W.U.U.）之IAE國際總部產學研總部學術，依據學術自主、文明價值、產業實踐與公共責任原則，特制定本《IAE 博士授證憲章》，以作為博士學位與教授認證授予之最高制度依據。

本憲章旨在確立一套結合學術高度、產業貢獻與文明影響力之現代博士授證制度，培育並認證能夠引領產官學研發展、促進社會進步與文明永續之高端領袖人才。

第一條｜宗旨（Purpose）

IAE 博士授證制度之宗旨在於：

  1. 建立符合國際標準且具文明深度之博士學位與教授認證體系

  2. 認證在專業領域、產業實踐、藝術文化或公共治理具卓越貢獻之領導人才

  3. 促進學術研究與實務應用之深度整合

  4. 建構具全球影響力之產官學研高端人才認證平台

第二條｜博士學位定位（Positioning of Doctoral Degree）

IAE 所授予之博士學位，係屬：

  • 高階專業博士（Professional Doctorate）

  • 文明型博士（Civilizational Doctorate）

其核心定位並非僅限於學術論文成果，而在於：

對產業發展、組織治理、藝術文明或社會公共價值所產生之實質、可驗證、可持續影響。

第三條｜授證原則（Principles of Conferment）

IAE 博士授證，應遵循下列基本原則：

  1. 學術正當性原則
    具備完整學術審議、專家評鑑與制度程序。

  2. 產業與社會實證原則
    候選人須具備可具體驗證之產業成果、公共貢獻或文明影響。

  3. 文明價值原則
    候選人成就應有助於人類文明進步、文化傳承或社會福祉。

  4. 國際視野原則
    成就與影響須具備跨國、跨文化或國際層級之價值意義。

第四條｜授證對象（Eligibility）

博士授證對象包括但不限於：

  1. 企業集團董事長、執行長或關鍵決策層領袖

  2. 高科技、基礎建設、金融或關鍵產業核心推動者

  3. 藝術、文化、教育或文明領域具國際影響力之領袖

  4. 公共治理、政策制定或社會影響力領域之卓越貢獻者

  5. 經 IAE 博士評鑑委員會認定，符合本憲章精神之其他傑出人士

第五條｜評鑑與審議機制（Evaluation Mechanism）

IAE 博士授證須經下列程序：

  1. 提名或申請

  2. 學術與專業文件審查

  3. 產官學研專家評鑑

  4. 博士評鑑委員會審議通過

  5. 授證典禮公開授予

 

第六條｜博士與教授雙軌制（Dual-Track System）

IAE 採行「博士學位 × 教授認證」雙軌制度：

  • 博士學位：肯定其整體專業成就與文明貢獻

  • 教授認證：授予其在特定領域之學術指導、教學與思想傳承資格

雙軌制可同時授予，亦可依個案分別授予。

第七條｜榮譽與責任（Rights and Responsibilities）

獲授 IAE 博士學位與教授認證者：

權利

  1. 使用 IAE 博士與教授正式銜稱

  2. 參與 IAE 學術、產官學研與國際合作平台

  3. 擔任 IAE 顧問、講座或評鑑委員

責任

  1. 維護 IAE 學術聲譽與文明價值

  2. 持續對產業、社會或文明發展作出正向貢獻

  3. 不得從事有損學術倫理與公共信任之行為

第八條｜制度精神（Spirit of the Charter）

IAE 博士授證制度，核心精神在於：

以學術為本、以實踐為證、以文明為歸。

In response to the advancement of global civilization, industrial transformation, and the growing demand for high-level leadership,
the International Academy of Education (IAE),
under the international academic cooperation framework of the World United Universities (W.U.U.),
hereby establishes this IAE Doctoral Conferment Charter in accordance with the principles of academic autonomy, civilizational values, professional practice, and public responsibility.

This Charter serves as the supreme institutional foundation for the conferment of doctoral degrees and professorial certifications, aiming to recognize distinguished leaders whose academic stature, professional achievements, and civilizational contributions advance society and sustain human development.

第七條｜權利與責任
